想要讓全社會(huì)平等共享社會(huì)發(fā)展的成果，在聯(lián)合國(guó)可持續(xù)發(fā)展議程實(shí)施過(guò)程中不讓一個(gè)人掉隊(duì)，我們需要必要的共識(shí)，這其中無(wú)比重要的共識(shí)之一，就是社會(huì)環(huán)境的無(wú)障礙。

To have the whole society share the fruits of social development equally and leave no one behind in the implementation of the UN Sustainable Development Agenda, we need necessary consensuses, among which one of enormous importance is the accessibility of the social environment.

從上個(gè)世紀(jì)50年代以來(lái)，人們對(duì)殘障的認(rèn)知模式逐漸轉(zhuǎn)變,殘障不再被認(rèn)為是個(gè)人的悲劇與缺陷，而是被視為社會(huì)建構(gòu)的結(jié)果。我們必須深刻地認(rèn)識(shí)到，過(guò)往社會(huì)規(guī)范的制定、社會(huì)環(huán)境的建設(shè)完全以“健全人”為原型，忽視了殘障人的差異需要。殘障人群參與社會(huì)生活面臨的種種問(wèn)題，實(shí)際是主流社會(huì)人為導(dǎo)致的產(chǎn)物。相應(yīng)地，解決殘障問(wèn)題的關(guān)鍵并非在醫(yī)學(xué)意義，上治愈殘障人群肢體、視力、聽(tīng)力等方面存在的功能“缺失”，而是在尊重其尊嚴(yán)的基礎(chǔ)上，消除該群體平等參與、充分融入的各種有形和無(wú)形障礙，也即通過(guò)將殘障人群的差異需要融入社會(huì)規(guī)范當(dāng)中從而完成對(duì)殘障人群而言開(kāi)放、包容、友好的社會(huì)環(huán)境的建構(gòu)。在這種背景下，無(wú)障礙(acessbility) 應(yīng)運(yùn)而生，并成為國(guó)際社會(huì)的共識(shí)，紛紛以立法來(lái)對(duì)無(wú)障礙進(jìn)行制度性保障。
Since the 1950s, people have gradually changed their cognitive model of disability. Disability is no longer regarded as a personal tragedy or defect but as the result of social construction. We must deeply recognize that the building of social norms and a social environment in the past was wholly based on "healthy people" and ignored the differentiated needs of people with disabilities. The problems faced by the disabled in participating in social life are actually man-made results of mainstream society. Therefore, the key to solving the problems of disability is not to cure the functional "losses" of disabled people in limbs, vision, hearing, or other aspects medically. Instead, it is to eliminate all barriers, visible or invisible, that prevent the disabled from equally participating and wholly blending into society on the basis of respecting their dignity. In other words, we need to construct an open, inclusive, and friendly social environment for people with disabilities by integrating their differentiated needs into social norms. Against this background, accessibility came into being and has gradually become a consensus of the international community. Countries across the world are establishing laws to provide systemic protection for this.

不僅如此，隨著在實(shí)踐中認(rèn)知的進(jìn)一步轉(zhuǎn)變， 人們逐漸意識(shí)到，無(wú)障礙并非是某一群體的特殊需要，而是全體社會(huì) 成員對(duì)美好生活的共同需求。而無(wú)障礙也并非是社會(huì)為了照顧某些成員的額外付出與負(fù)擔(dān)，而是啟迪社會(huì)建設(shè)與技術(shù)發(fā)展的重要航標(biāo)與創(chuàng)新源泉。

Additionally, with the further change in cognition in practices, people have gradually recognized that accessibility is the common need of all members of society for a better life rather than the special need of a particular group. Accessibility is not an extra effort or burden of society to take care of some members but an important beacon and source of innovation to inspire social construction and technological development.

但我們必須認(rèn)識(shí)到，目前全社會(huì)的無(wú)障礙環(huán)境建設(shè)發(fā)展還遠(yuǎn)遠(yuǎn)滿(mǎn)足不了殘障人對(duì)美好生活的需求，甚至仍有許多殘障人被隔離在主流社會(huì)之外，遑論真正具有創(chuàng)新的無(wú)障礙環(huán)境與產(chǎn)品的設(shè)計(jì)與發(fā)展。

However, we must be aware that the current efforts of the whole society in constructing and developing an accessible environment are far from enough to meet the needs of people with disabilities for a better life. Many remain isolated from mainstream society, let alone an innovative accessible environment and accessible product design and development.
